Even the “humanitarian zones” that were demarcated were not safe from attack, so that humanitarian organizations like the Palestine Red Crescent Society had to evacuate their offices for them to be secure. The continuous displacement has left the people physically exhausted and psychologically traumatized.

Hospitals and Aid Under Siege

Hospitals that are friendly to war and should be safe places have been rendered unsafe. The European Hospital in Khan Younis, for instance, was not scheduled to be evacuated under official orders, yet its patients and workers were ordered to evacuate as a precaution against possible attacks. Medical personnel are doing the impossible in evacuating badly wounded patients, most of whom cannot be transferred without risking harm to themselves.

Aid agencies are struggling to keep pace, continually racing to respond to new displacements. The UN Humanitarian Coordinator for the Occupied Palestinian Territory reports that much of the aid that actually reaches the area is below standard. Medical supplies are also lacking in hospitals, and thousands of children require urgent medical evacuation from the area.

Legal and Ethical Questions: Collective Punishment

Whether the mass evacuation orders are legal or not is an extremely open question. International human rights bodies have warned that sending more than a million people from northern Gaza out of their homes in 24 hours, without a safe destination in sight or transportation of any kind, raises serious questions in international law.

The UN has termed the action collective punishment, prohibited under the Fourth Geneva Convention. Forced transfer of civilians—already displaced ones even more so—is a crime against war. Non-combatants who remain behind such risk retain their rights, and all parties to the conflict are obliged to minimize damage to non-combatants and civilian infrastructure.
